1.   Contracts

     

            Police Service Agreement – Village of Hillsdale

      Recommendation to approve an amendment for the addition of CARE direct self entry services to the original contract for Communication services.  Term of the agreement is January 1, 2019 through August 31, 2020.  There is no change in cost for the amendment.

 

      Police Service Agreement – City of Twin Oaks

      Recommendation to approve a full service renewal contract between the City of Twin Oaks and St. Louis County.  Term of the agreement is January 1, 2019 through December 31, 2019 at an annual charge of $128,621.33.

 

      Police Service Agreement – City of Wildwood

      Recommendation to approve an amendment for the addition of six officers, two sergeants and four vehicles to the full service contract between the City of Wildwood and St. Louis County.  Term of the agreement is January 1, 2019 through December 31, 2019 at an annual charge of $4,826,479.85.

 

      Police Service Agreement – City of Lakeshire

      Recommendation to approve a renewal contract for Communications/CARE services between the City of Lakeshire and St. Louis County.  Term of the agreement is January 1, 2019 through December 31, 2019 at an annual charge of $3,912.38.

 

      Police Service Agreement – Special School District

      Recommendation to approve a renewal contract for the assignment of one (1) school resource officer to the Special School District.  Term of the agreement is January 1, 2019 through June 30, 2021 at a cost of $73,036.70.

 

            Police Service Agreement - City of Maryland Heights

      Recommendation to approve a new contract for the assignment of one (1) police officer (PO Sean Fanning) to the St. Louis County and Municipal Police Academy (CMPA).  The City of Maryland Heights will be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead.  Term of the agreement is January 1, 2019 through December 31, 2019 at a cost not to exceed $109,588.

 

            Police Service Agreement - City of Clayton

      Recommendation to approve a new contract for the assignment of one (1) police officer (PO John Hansen) to the St. Louis County and Municipal Police Academy (CMPA).  The City of Clayton will be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead.  Term of the agreement is January 1, 2019 through December 31, 2019 at a cost not to exceed $109,616.

 

            Police Service Agreement - City of Chesterfield

      Recommendation to approve a new contract for the assignment of one (1) police officer (PO Paul Powers) to the St. Louis County and Municipal Police Academy (CMPA).  The City of Chesterfield will be reimbursed by St. Louis County in the amount of the employee’s salary throughout the contract term, including payment for direct benefits and overhead.  Term of the agreement is January 1, 2019 through December 31, 2019 at a cost not to exceed $95,792.73.

 

      Police Service Agreement – Jefferson County Sheriff’s Department

      Recommendation to approve a new contract with Jefferson County Sheriff’s Department.  The contract is for the 2019 State Cyber Crime Grant.  The grant funds the cyber crime task force which employs one detective from the Jefferson County Sheriff’s Department.  The contract is for $58,644.05 which will cover the salary and benefits of the detective for the grant period, which is June 1, 2018 through May 31, 2019.

 

 

 

 

      Police Service Agreement – Maryland Heights Police Department

      Recommendation to approve a new contract with Maryland Heights Police Department. The contract is for the 2019 State Cyber Crime Grant.  The grant funds the cyber crime task force which employs one detective from the Maryland Heights Police Department. The contract is for $105,225.52 which will cover the salary and benefits of the detective for the grant period, which is June 1, 2018 through May 31, 2019.

 

            Professional Service Agreement – Kimberly Schlau

            Recommendation to approve a new contract for Kimberly Schlau to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled ”Voices Insisting on Pursuit Safety” throughout the year of 2019 at a cost not to exceed $600.

 

            Professional Service Agreement – JBM Consulting Services, LLC

            Recommendation to approve a new contract for JBM Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2019 at a cost not to exceed $12,600.

 

            Professional Service Agreement – JBM Consulting Services, LLC

            Recommendation to approve a new contract for JBM Consulting Services, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Grammar Review for Basic Recruit Training” throughout the year of 2019 at a cost not to exceed $1,200.

 

            Professional Service Agreement – Ms. Connie Diekman

            Recommendation to approve a new contract for Ms. Connie Diekman to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Nutrition for Success and Good Health” throughout the year of 2019 at a cost not to exceed $600.

 

            Professional Service Agreement – Highway Interdiction Training Specialist, Inc.

            Recommendation to approve a new contract for Highway Interdiction Training Specialist, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Criminal Patrol / Drug Interdiction Course” on March 28-29, 2019 at a cost not to exceed $5,000.

 

            Professional Service Agreement – The Virtus Group, Inc.

            Recommendation to approve a new contract for The Virtus Group, Inc. to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “The Adaptive FTO” on April 17, 2019 at a cost not to exceed $1,800.

 

            Professional Service Agreement – Public Grants and Training Initiatives

Recommendation to approve a new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Courtroom Success: Preparing for Today’s Homicide and High Profile Cases” on April 23, 2019 at a cost not to exceed $3,000.

3.   Certificate of Retirement

      Chairman Corvington will present a Certificate of Retirement to Police Officer Charles Willis (20 years).
