1.   Contracts

     

            Professional Service Agreement – Dr. Rachel Gossett

      Recommendation to approve two contracts between St. Louis County Police Department and Dr. Rachel Gossett, evaluator for the 2018 Enhanced Collaborative Model to Combat Human Trafficking Grant.  The grant pays Dr. Gossett $18,797 to evaluate the success and efficiency of the Multi-Jurisdictional Human Trafficking Task Force over the grant period, which is required by the Department of Justice.  The grant runs from October 1, 2018 through September 30, 2021.

 

            Professional Service Agreement – CP Crime Scene Consulting and Seminars, LLC

            Recommendation to approve a new contract for CP Crime Scene Consulting and Seminars, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2019 at a cost not to exceed $13,800.

 

            Professional Service Agreement – Professional Law Enforcement Training, LLC

            Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Fighting Fentanyl” on February 4-5, 2019 at a cost not to exceed $4,950.

 

            Professional Service Agreement – Professional Law Enforcement Training, LLC

            Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Interview & Interrogation Techniques” on February 21-22, 2019 at a cost not to exceed $4,950.

 

Professional Service Agreement – NICP, LLC

            Recommendation to approve a new contract for NICP, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “24 Hour Advanced Prevention Through Environmental Design (CPRTED)” on March 5-7, 2019 at a cost not to exceed $9,900.

 

            Professional Service Agreement – Public Grants & Training Initiatives.

            Recommendation to approve a new contract for Public Grants & Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “The Winning Mind for Women Unleashed” on March 6, 2019 at a cost not to exceed $3,000.

 

            Professional Service Agreement – Vista Law Enforcement Training & Consulting, LLC

            Recommendation to approve a new contract for Vista Law Enforcement Training and Consulting, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Preparation for Retirement for St. Louis County Police Department Employees” on March 8, 2019 and September 13, 2019 at a cost not to exceed $600.

 

Professional Service Agreement – Professional Law Enforcement Training, LLC

Recommendation to approve a new contract for Professional Law Enforcement Training, LLC to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Overdose Drug Investigations” on March 18-19, 2019 at a cost not to exceed $4,950.

 

Professional Service Agreement – Highway Interdiction Training Specialist, Inc.

Recommendation to approve a new contract for Highway Interdiction Training Specialist, Inc to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Advanced Vehicle Contraband Concealment” on March 12-13, 2019 and October 1-2, 2019 at a cost not to exceed $5,000.

 

Professional Service Agreement – Public Grants and Training Initiatives

Recommendation to approve a new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Mastering Gang Dynamics” on March 14, 2019 at a cost not to exceed $3,000.

 

Professional Service Agreement – Patrick E. Horine

            Recommendation to approve a new contract for Mr. Patrick E. Horine to provide the St. Louis County and Municipal Police Academy with an instructor to teach several programs throughout the year of 2019 at a cost not to exceed $6,600.

 

Professional Service Agreement – Public Grants & Training Initiatives

Recommendation to approve a new contract for Public Grants & Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Implementing Social Media Strategy for Law Enforcement” on April 10, 2019 at a cost not to exceed $3,000.

 

Professional Service Agreement – Public Grants and Training Initiatives

Recommendation to approve a new contract for Public Grants and Training Initiatives to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Street Strategies Homicide Investigations” on April 22, 2019 at a cost not to exceed $3,000.

 

Professional Service Agreement – The Gryphon Training Group, Inc.

Recommendation to approve a new contract for the Gryphon Training Group, Inc  to provide the St. Louis County and Municipal Police Academy with an instructor to teach a program entitled “Transient Criminal Gypsies & Travelers-Crimes Against the Elderly” on May 2-3, 2019 at a cost not to exceed $3,000.

 

2.   General Orders

      Recommendation to approve the below listed general orders:

 

                  G.O. 19-108, Naloxone Use for Opioid Overdoses

 

3.   Certificate of Retirement

      Chairman Corvington will present a Certificate of Retirement to Police Officer Kathleen Kelly (33 years), Police Officer Rowdy Schmoll (29 years) and Public Safety Dispatcher Peter Doyle (35 years).

 

H.  Chief’s Report

     

  1. Chief’s Commendation

Chief Belmar will present a Chief’s Commendation to Sergeant Michael McCann, Sergeant Brad Wendling and Police Officer James Slape.

Chief Belmar will present a Lifesaving Award to Police Officer Kyle Joyce.
