On Friday, February 26, 2016, the St. Louis County Prosecuting Attorney’s Office issued charges on Latonia Waites, 33 years of age, of the 1000 block of Hickory Place, St. Louis, MO 63104, for one count of Involuntary Manslaughter in the 2nd Degree. Waites bond was set at $10,000. Waites is not yet in custody and therefore no mugshot is attached.
On August 24, 2015, at approximately 8:00 AM, Sgt. Peggy Vassallo of the Bellefontaine Neighbors Police Department was involved in a minor motor vehicle accident near the intersection of Highway 67 and Old Jamestown Road. Vassallo, dressed in full police uniform and on her way to work, exited her personal vehicle in an attempt to contact the driver of the second vehicle involved in the accident. As she approached the second vehicle, she was struck by a third vehicle. Vassallo was taken to a local hospital where she later died from her injuries.
The probable cause statement reads: The victim Peggy Vassallo was standing at an accident scene at North Highway 67 and Old Jamestown Road. Defendant was distracted by her cell phone and struck Peggy Vassallo with her vehicle, causing her death. The defendant has been identified.
Detectives from the St. Louis County Police Department’s Bureau of Crimes Against Person’s conducted the investigation and presented the case to the St. Louis County Prosecuting Attorney’s office where the above charges were issued.
